Social transport services

The purpose of social transport is to ensure that children and adults with special needs have the opportunity to go to school and work and to use public services.

The right to use the social transport service is for a person with special needs who, due to functional impairment, uses mobility aids or needs assistance when moving and using a means of transport, and who cannot use a public transport service or a private car.

To receive the service, you must contact the social welfare department of the district government of your place of residence, where a social worker will conduct a comprehensive assessment of your need for assistance, based on which the person can use either a scheduled transport service, a casual transport service, or a taxi service.

 

Scheduled transport service

The service is intended for regular trips (including to work, education-, healthcare- or welfare institutions). A vehicle adapted for the transport of disabled people travels a specific route (transport route) within the administrative territory of the city of Tallinn at specific times of the day.

Service price: the service is free of charge for the user. The city of Tallinn pays for the service.

 

Occasional transport service

The service is intended for one-time rides to a healthcare or welfare institution or to use public services. The occasional transport service is provided both within the administrative territory of the city and elsewhere in Estonia to and/or from a destination.

Service price: The service incurs a partial fee for the user.

Within Tallinn:

  • up to 12 free trips per user per calendar year;
  • up to 4 partially paid (2 euros per trip) trips per user per calendar month;
  • unlimited number of paid trips per calendar year.

Outside Tallinn:

  • up to 4 partially paid (13 cents per kilometer) trips per user;
  • unlimited number of paid trips per calendar year.

Starting from 01.04.2025, AS TLT will offer a driving assistant service as an additional service to users of the occasional transport service. Taxi service

The taxi service is provided for personal rides within the administrative territory of Tallinn and up to 30 km outside Tallinn and back.

The service is available to people:

  • who have been identified as disabled by the Social Insurance Board;
  • whose disability prevents the use of public transport or a personal car;
  • who, due to a complete lack of vision or a movement disorder, cannot use scheduled and occasional transport services independently or with assistance.

The right to use a taxi service can be applied for for a child who is at least three years old.

Price of the service: the service incurs a partial fee for the user.

The service usage limit is 190 euros per user per calendar month. The service user's co-payment is 25% of the cost of the service each time. It is possible to use unlimited fully paid trips.

According to the procurement contract between the City of Tallinn and Forus Takso, the price of the service for its users is:

  • ·   starting the trip is 3.85€ (in the case of an adapted vehicle, the city pays an additional 8.70 euros each time);
  •     the price per kilometer of the trip is 0.89 €/km during the day and 0.99 €/km at night.

As an additional service, Forus Takso offers customers with pushchairs or wheelchairs assistance in moving down the stairs from the second floor or higher. The price of such assistance is €6.71 regardless of the number of floors, and is fully paid by the user of the service. Assistance from the first floor to the vehicle is included in the service fee.

 

Ordering rides

Ordering scheduled and occasional transport services

A ride request can be submitted through the Tallinn City Social Transport Service Information System self-service environment (video instructions and written instructions) or directly through the service provider's call center.

The call center of AS Tallinna Linnatransport accepts ride requests and shares information about rides Mon-Fri 08:00-16:30, by phone 565 1133 or by e-mail at eriveod@tlt.ee.

The pre-ordering time for rides is 4 working days for scheduled transport services and 2 working days for occasional transport services.

The ride request must indicate the date, time, departure and destination, purpose of the ride, and the use of an assistive device and auxiliary assistance (e.g. sender, transferor, receiver).

Ordering a taxi service

A ride request can be submitted directly through the service provider's call center.

The Forus Takso Eesti AS call center accepts ride requests 24/7 by calling 612 0030, by emailing info@forustakso.ee, or by sending an SMS to 5300 2728.

The pre-ordering time for rides with a non-adapted vehicle is 30 minutes. A ride request with an adapted vehicle, or wheelchair taxi, should be submitted 24 hours in advance; with a shorter advance, the service provider can offer the service with an adapted vehicle if there are available vehicles.

The ride request must include the service user's name or personal identification code, the address of the starting point of the ride, and the need for assistance.

 

Registering a ride with the social transport services

The right to use scheduled and occasional transport services is transferred to the service recipient's electronic card (Tallinn and Harju County Public Card, student card, student card), with which the service recipient, by validating the card in the vehicle, registers each trip.

The service provider links the right to use the taxi service and the limit to the service recipient's personal identification code, and the service recipient uses the ID card to prove the right to drive.

A service recipient who needs guidance and supervision uses the service with an escort.
